أنيرا في لبنان: الإغاثة الإنسانية وبرامج التنمية

الوضع الراهن في لبنان
يواجه لبنان واحدة من أشد الأزمات الاقتصادية في العالم. فمنذ أواخر عام 2019، انهار النظام المالي في البلاد، مما أدى إلى دفع نحو ثلاثة أرباع السكان إلى ما دون خط الفقر.
وفي الوقت نفسه، أدى التصعيد السريع للحرب إلى تعميق الأزمة، حيث تسببت الغارات الجوية، والعمليات العسكرية البرية، وأوامر الإخلاء في نزوح أعداد كبيرة من السكان خلال فترة زمنية قصيرة.
وفي مختلف أنحاء لبنان:
- تضطر العائلات إلى مغادرة منازلها في وقت قصير ودون سابق إنذار.
- تعاني مراكز الإيواء من الاكتظاظ، فيما لا تتوفر أماكن كافية لاستقبال جميع النازحين.
- يتزايد الضغط على خدمات الرعاية الصحية، والغذاء، وإمدادات المياه النظيفة.
وكانت غالبية العائلات تكافح بالفعل لتلبية احتياجاتها الأساسية حتى قبل هذا التصعيد، إلا أن الوضع الحالي جعل الحياة اليومية أكثر صعوبة.

تعزيز الصحة الشخصية والبيئية في المجتمعات اللبنانية
تنظم أنيرا أنشطة توعوية تشجع على تبني السلوكيات الصحية، وتشمل موضوعات مثل حماية البيئة، والصحة الشهرية، والوقاية من الأمراض.
كما توزع مستلزمات النظافة الشخصية، وتوفر فرص عمل للشباب للمشاركة في تنفيذ هذه الأنشطة، بما في ذلك العديد من القيادات النسائية.
وقد أسهمت حملات إدارة النفايات الصلبة التي تنفذها أنيرا في البقاع، وعكار، والمخيمات الفلسطينية في تحسين ممارسات إعادة التدوير وتعزيز الوعي بإدارة النفايات المنزلية، كما ساعدت جلسات التوعية بالصحة الشهرية في كسر الوصمة الاجتماعية وتمكين الفتيات من إدارة صحتهم بثقة أكبر.
تقديم المساعدات الإنسانية والأدوية المنقذة للحياة
بدأت أنيرا عملها في لبنان بتقديم المساعدات الإنسانية خلال الحرب الأهلية، ثم توسعت برامجها على مدار أكثر من أربعة عقود مع استمرار استضافة البلاد لأعداد كبيرة من اللاجئين، ثم تفاقم الأزمة الاقتصادية.
ويُعد برنامج المساعدات الطبية أكبر برامج أنيرا من حيث القيمة، إذ قدمت خلال السنة المالية 2022 وحدها أدوية ومستلزمات طبية بقيمة 28 مليون دولار إلى المستشفيات والعيادات في مختلف أنحاء لبنان.
كما تشمل جهودها الإنسانية توزيع حقائب إغاثية تحتوي على مواد غذائية، ومنتجات نظافة، واحتياجات أساسية أخرى.
مكافحة انعدام الأمن الغذائي
مع تزايد أعداد الأسر التي تعيش تحت خط الفقر، أصبح انعدام الأمن الغذائي من أبرز التحديات في لبنان.
ولتلبية هذه الاحتياجات، توزع أنيرا طرودًا غذائية تحتوي على مواد غذائية مغذية، كما يشارك طلاب برامج الطهي في إعداد وتوزيع وجبات ساخنة خلال فترات الأزمات.
وتدعم أنيرا أيضًا الأسر في إنتاج غذائها من خلال إنشاء البيوت البلاستيكية، وتركيب أنظمة الري، وتوفير الأشتال، وتقديم التدريب على الممارسات الزراعية الجيدة، بما يساعد الأسر على تأمين احتياجاتها الغذائية وتحقيق دخل إضافي من بيع الفائض.
إعادة إعمار بيروت
استجابةً للأضرار الكبيرة التي خلفها انفجار مرفأ بيروت في أغسطس/آب 2020، أطلقت أنيرا برنامجًا لإعادة تأهيل المساكن.
وركز البرنامج على المنازل الواقعة في المجتمعات الأكثر هشاشة، بما في ذلك الأسر الكبيرة، والأسر التي تعيلها نساء، وكبار السن، واللاجئون، لمساعدتهم على إعادة تأهيل مساكنهم.
وقد تمكنت أنيرا من ترميم 1,198 منزلًا ومنشأة تجارية صغيرة، مما وفر بيئة آمنة للعائلات وساعد العديد من المتاجر على استئناف أعمالها وإعادة توظيف العاملين فيها.

Lebanon has the largest per capita population of refugees in the world. As of 2020, the Lebanese government estimates their country hosts 1.5 million Syrian refugees. Close to 300,000 Palestinian refugees also live in Lebanon. In the face of poverty, war and political instability, Lebanon works with key international organizations such as Anera to give these refugees a place to live.
The Situation for Syrian Refugees in Lebanon
Syrian refugees live in informal tent settlements, abandoned buildings, or cramped spaces in the country’s decades-old Palestinian camps. This situation has put a strain on the country's already unstable economy, infrastructure and social systems — and made addressing challenges even more complicated for non-governmental organizations on the ground.
Those Syrian refugees who are able to find work usually face pay discrimination based on their refugee status. Statistics indicate that 80 percent of Syrian refugees earn less than their host country peers. And, while Syrian refugee youths are legally entitled to attend Lebanon’s public schools, they face formidable barriers, from a different language of instruction to having to work to support their families. According to the UN High Commissioner for Refugees, nine out of ten Syrian refugees in Lebanon require humanitarian assistance to meet the most basic needs.
Life for Palestinian Refugees in Lebanon
Palestinian refugees first arrived in Lebanon in 1948 as they fled from the Arab-Israeli war. Today, Palestinian refugees and their descendants don't have the same rights and resources as Lebanese natives due to their legal status. Without formal citizenship, they have no social, political or economic liberties. All refugees, Palestinian and Syrian, in Lebanon also have limited job and educational opportunities and endure poor living conditions.
Refugees in Lebanon from Palestine live in 12 official camps, as well as many informal gatherings and communities alongside Lebanese citizens. When Palestinian refugees originally arrived in Lebanon, refugee camps built shelters as temporary housing. Those same buildings remain, housing ever growing numbers of people while deteriorating over time due to restrictions on building in the camps. Refugees still live in these structures because their lack of citizenship and work permits prevents them from owning property or earning an income in many fields of work.
Lebanon's Palestinian Refugee Camps
About 45 percent of the 470,000 refugees registered with UNRWA in Lebanon live in the country's 12 Palestinian refugee camps. In addition to the original Palestinian refugee population, many Palestinian refugees from Syria have settled in the camps. Some Lebanese and foreign residents also live in some of the Palestinian camps, particularly Shatila. Residents of these camps deal with poor housing conditions, overcrowding, poverty and unemployment. The 12 official Palestinian refugee camps:

Ein El Hilweh Palestinian Camp
The Ein El Hilweh camp has the largest concentration of Palestinian refugees in the country. Its residents face poor living conditions, limited employment opportunities and a high number of out-of-school youth.
Nahr El Bared Palestinian Camp
Nearly 30,000 Palestinian refugees — including around 1,200 Palestinian refugees from Syria — live in the Nahr El Bared camp. Armed clashes and the near-destruction of the camp led to ongoing challenges with displacement, a lack of resources and limited opportunities.
Burj El Barajneh Palestinian Camp
Located in Beirut, the capital of Lebanon, the Burj El Barajneh camp has about 31,000 refugees. Limited job opportunities, restricted infrastructure and a lack of funding for schools and medical facilities lead to many difficulties for residents.
