Transitioning from Relief to Recovery in Gaza

Gaza faces a pivotal moment with the recent ceasefire. The devastation is immense, but Gaza’s people are ready to rebuild. Anera, with its 57-year history of supporting the region, is committed to transitioning from immediate humanitarian relief to long-term recovery efforts. A robust transition phase is critical to building a foundation for sustainable development.
The ceasefire remains fragile and the months ahead uncertain, but Anera is preparing for it to continue by scaling up operations, in three phases, to meet the challenges ahead, restoring essential services, and empowering local communities to rebuild.

Phase 1: Scaling Up Operations to Meet Immediate Needs in Gaza
January-March 2025
The initial phase focuses on ensuring that Anera’s capacity matches the scale of the crisis, allowing us to deliver urgent aid while laying the groundwork for recovery.
Support for Staff and Infrastructure
Anera’s amazing staff in Gaza have been the frontline responders from the beginning of the war, despite the profound personal and professional challenges. To scale up operations, we are investing in their well-being, recruiting additional team members, and enhancing institutional capacity. Our plans include establishing new offices and distribution centers, procuring critical equipment, and upgrading operational systems for more efficient logistics management.
Sectoral Assessments
In collaboration with UN clusters and other organizations on the ground, our Gaza team are conducting assessments across key sectors — health, education, and water and sanitation. These evaluations will identify service gaps and prioritize interventions, enabling us to align resources with our programmatic strengths and with the most pressing needs.
Logistics Expansion
As of January 29, 2025, Anera has been moving an average of 10 trucks per day into Gaza. Now that aid is more freely allowed to enter the territory and to address the increased demand, we will scale up to more than 50 daily, with a monthly total of around 500 trucks – representing 5–10% of all aid entering Gaza. This involves significant investment in transport, fuel and coordination with partners such as the Logistics Cluster.

Phase 2: Continued Humanitarian Response in Gaza
January-December 2025
While recovery efforts take shape, the humanitarian needs in Gaza remain immense. Anera is committed to sustaining life-saving programs during this transitional phase, providing families with access to food, water, shelter and medical care.
The following programs are vital for stabilizing communities and providing a bridge to recovery:
- Food Security: Distributing 1.8+ million meals monthly, along with food parcels and fresh produce baskets to ensure nutrition for vulnerable families.
- Water Access: Installing water tanks and distributing potable water to address the critical shortage of safe drinking water.
- Shelter Support: Providing temporary shelter materials, including tents, tarps and household essentials for displaced families.
- Health Services: Operating seven health points offering primary care, mental health support and specialized medical services. We also plan to procure critical medicines, supplies and assistive devices for people with disabilities.
- Education and Psychosocial Support: Continuing temporary learning spaces and group activities for children and parents, helping them cope with trauma and continue learning.

Phase 3: Recovery and Resilience Building
Mid-2025 to mid-2027
The recovery phase will focus on rebuilding Gaza’s infrastructure and restoring essential services. Anera will empower communities through localized rebuilding efforts and sustainable development initiatives.
Health Sector
Anera will support health facilities with equipment, mobile clinics and supplies while launching public health campaigns. We also plan to provide assistive devices and prosthetics to individuals affected by the conflict.
Water and Sanitation Systems
To ensure long-term access to clean water and sanitation, Anera will invest in repairing and upgrading water and sanitation infrastructure, including rebuilding pipelines, wastewater systems and community water points.
Education
Supporting the reconstruction of schools and training educators, particularly focused on the early childhood development sector, will be central to ensuring that children in Gaza have access to quality education. Anera programs will also emphasize psychosocial support, recognizing the trauma many students face.
