Alicia Phillips Mandaville Joins Anera as Chief Operating Officer

September 25, 2024 | Washington, D.C. – Anera is pleased to announce the appointment of Alicia Phiillips Mandaville as chief operating officer (COO), based in Washington, D.C. Reporting directly to president and CEO Sean Carroll, Alicia will play a pivotal role in driving operational and financial excellence across Anera’s international programs in the Middle East.

Based in Washington, Alicia will have primary responsibility for all Anera’s operations, including country operations, and new and strengthened systems for decision-making, performance management, and program and operations implementation. This is a new role at Anera.

Alicia comes to Anera from the Millennium Challenge Corporation (MCC) where she was vice president for policy and evaluation, overseeing a billion-dollar investment portfolio that seeks to align economic growth and democracy priorities. Previously, she was senior vice president for global programs and COVID recovery at IREX, and also vice president at InterAction and at Amida Technology Solutions. Prior to that, she helped MCC get started, working as its first director, then managing director for policy development, then chief strategy officer.

Alicia begins her tenure at Anera as COO, on October 1, 2024.
