Anera Announces New Palestine Country Director

JERUSALEM (Feb. 24, 2026) — Anera is pleased to announce the appointment of Khaled Rajab as Anera’s Palestine country director. He brings more than 20 years of senior leadership experience in governance, humanitarian response, and development programming across fragile contexts.

“This appointment reflects both Khaled’s demonstrated leadership and Anera’s commitment to continuity, accountability, and impact in Palestine,” said Sean Carroll, Anera’s president and CEO in announcing the appointment.

Rajab’s career includes leadership roles with USAID, the Government of Canada, Enabel, UN agencies, the World Bank and other major bilateral and multilateral donors. He has managed portfolios exceeding $100 million, led multidisciplinary teams of 70 professionals, and delivered high-value programs focused on governance reform, economic resilience, education, infrastructure and institutional strengthening.

“Our mission is to serve communities across Palestine. While the needs and challenges are enormous, I have great confidence in the expertise and dedication of our staff and in Anera’s 58-year legacy of service in Palestine,” Rajab said.

In his prior roles at Anera as acting country director and deputy director of operations, Rajab provided steady leadership during one of the most challenging periods in the organization’s  recent history. He successfully led the organization through a rapid leadership transition, stabilized operations amid escalating conflict and regulatory uncertainty, and maintained donor confidence while overseeing large-scale humanitarian delivery.

He combines field-based executive leadership with academic rigor, holding a Ph.D. in Governance from Maastricht University and advanced degrees from Johns Hopkins University and Morgan State University. His deep understanding of the political and operational environment of Palestine, paired with his expertise in strategic planning, monitoring and evaluation systems, donor compliance and institutional reform, position him uniquely to lead Anera’s Palestine country office.
